The initial plan for the Tripoli football stadium was for it to be part of the Tripoli International Exhibition Center which houses a prestigious hall designed by Oscar Niemeyer. The stadium is intended for athletics as well with a seating capacity of 20,000 spectators.

Upon completion of the design process and the launching of the Tender for construction, a strategically more appropriate site was located near the southern entrance of Tripoli, adjoining the proposed Bahsas Train and Bus Terminal to the Exhibition Center. Laceco was subsequently commissioned to study a revised stadium design at the new location within a limited timeframe as part of Lebanon's hosting bid of the 2000 AFC Asian Cup.
