In similar fashion to the Saida project, the Tripoli Bus Terminal and Railway Station was conceived as part of a national effort aimed at rehabilitating public transport infrastructure and services throughout Lebanon. The station was set to be constructed near the Tripoli South Stadium, thus linking the major northern coastal city to the rest of the country. The project design intended it to include:

- Arrival and departure points for inter-city buses
- A central taxi station below the bus terminal
- A bus depot and service station for storage and technical backup
- A regional train station (part of a subsequent phase of the project)
- Supporting facilities including a central station hall, ticketing and information facilities, and a post office
- A large public parking
- Shopping areas next to the station hall, the waiting areas and the bus boarding deck

A large separate department store, spread over four floors, was also intended to be part of the development, allowing for a BOT approach to be adopted while enhancing the urban and social fabric of the city as well.
